The earliest other card is Tympole 22/101 in Noble Victories (2011). Both list 60 HP. Both list the rarity Common. Atsuko Nishida illustrated that card, and MAHOU illustrated this one. 3 other cards of Tympole list a different HP.

The illustrator line reads MAHOU. I count 122 other cards in the catalog with that illustrator.

Plasma Freeze set binder is where a full Plasma Freeze set goes. This card fills one slot there. A generation binder holds one card of each species. Tympole can fill a slot in Generation 5 binder (Unova). I still need this card.
