The earliest other card is Bidoof 70/130 in Diamond & Pearl (2007). That card lists 50 HP, and this one lists 60 HP. Both list the rarity Common. Ken Sugimori illustrated that card, and Yuka Morii illustrated this one. Retreat cost there is 1, and here it is 2. 10 other cards of Bidoof list a different HP.

The illustrator line reads Yuka Morii. I count 204 other cards in the catalog with that illustrator.

Stormfront set binder is where a full Stormfront set goes. This card fills one slot there. A generation binder holds one card of each species. Bidoof can fill a slot in Generation 4 binder (Sinnoh). Themed lists that include this exact card are Yuka Morii clay cards. I still need this card.
