Hironobu Yoshida illustrated that card, and Kagemaru Himeno illustrated this one. 11 other cards of Gligar list a different HP.

The illustrator line reads Kagemaru Himeno. I count 656 other cards in the catalog with that illustrator.

Dragon Frontiers set binder is where a full Dragon Frontiers set goes. This card fills one slot there. A generation binder holds one card of each species. Gligar can fill a slot in Generation 2 binder (Johto). Themed lists that include this exact card are Delta Species cards. I still need this card.
