Shin Nagasawa illustrated this card. The same name is on 303 other cards in the catalog.

Seadra (#117) has 21 other cards in the catalog. Those other cards are in 19 sets. The other printings with a release date run from 1999 to 2024. The earliest other card is Seadra 42/62 in Fossil (1999). That card lists 60 HP, and this one lists 80 HP. Both list the rarity Uncommon. Ken Sugimori illustrated that card, and Shin Nagasawa illustrated this one. 15 other cards of Seadra list a different HP.

The attack Muddy Water lists 20 damage. The cost is Water. Does 10 damage to 1 of your opponent's Benched Pokémon. (Don't apply Weakness and Resistance for Benched Pokémon.) Razor Fin is another attack lists 50 damage. The cost is Water, Colorless, Colorless. Weakness is Lightning ×2. Retreat cost is 1. The flavor text reads "Its fin tips leak poison. Its fins and bones are highly valued as ingredients in herbal medicine."

I keep a set binder for HS—Unleashed, meant to hold every card of that set. This card is one slot in the HS—Unleashed set binder. A generation binder holds one card of each species. Seadra can fill a slot in Generation 1 binder (Kanto). I still need this card.
