Mitsuhiro Arita illustrated that card, and OOYAMA illustrated this one. Retreat cost there is 1, and here it is 2. 170 other cards of Pikachu list a different HP.

The attack Tropical Vibes lists no damage number. The cost is Colorless, Colorless. This Pokémon is now Asleep. Draw cards until you have 6 cards in your hand. Weakness is Fighting ×2. Retreat cost is 2. The regulation mark is J.

I keep a set binder for 30th Celebration, meant to hold every card of that set. This card is one slot in the 30th Celebration set binder. A generation binder holds one card of each species. Pikachu can fill a slot in Generation 1 binder (Kanto). Themed lists that include this exact card are All Pikachu cards. I still need this card.
