The earliest other card is Grovyle 31/109 in Ruby & Sapphire (2003). That card lists 70 HP, and this one lists 80 HP. Both list the rarity Uncommon. Midori Harada illustrated that card, and Kouki Saitou illustrated this one. 7 other cards of Grovyle list a different HP.

The illustrator line reads Kouki Saitou. I count 652 other cards in the catalog with that illustrator.

Arceus set binder is where a full Arceus set goes. This card fills one slot there. A generation binder holds one card of each species. Grovyle can fill a slot in Generation 3 binder (Hoenn). I still need this card.
