POP Series 8 set binder is where a full POP Series 8 set goes. This card fills one slot there. A generation binder holds one card of each species. Riolu can fill a slot in Generation 4 binder (Sinnoh). Themed lists that include this exact card are Baby Pokémon. I still need this card.
