The earliest other card is Lairon 36/109 in Ruby & Sapphire (2003). That card lists 70 HP, and this one lists 90 HP. Both list the rarity Uncommon. Ken Sugimori illustrated that card, and Suwama Chiaki illustrated this one. Retreat cost there is 2, and here it is 3. 17 other cards of Lairon list a different HP.

The illustrator line reads Suwama Chiaki. I count 102 other cards in the catalog with that illustrator.

Unbroken Bonds set binder is where a full Unbroken Bonds set goes. This card fills one slot there. A generation binder holds one card of each species. Lairon can fill a slot in Generation 3 binder (Hoenn). I still need this card.
