Cosmic Eclipse set binder is where a full Cosmic Eclipse set goes. This card fills one slot there. A generation binder holds one card of each species. Jigglypuff and Lopunny can fill a slot in Generation 1 binder (Kanto) and Generation 4 binder (Sinnoh). Themed lists that include this exact card are Igglybuff, Jigglypuff, and Wigglytuff. I still need this card.
