The earliest other card is Articuno 22/53 in Wizards Black Star Promos (1999). That card is named Articuno, while this one is Galarian Articuno V. That card lists 70 HP, and this one lists 210 HP. The rarity there is Promo, and here it is Rare Secret. Toshinao Aoki illustrated that card, and 5ban Graphics illustrated this one. Retreat cost there is 1, and here it is 2. 41 other cards of Articuno list a different HP.

The illustrator line reads 5ban Graphics. I count 1,629 other cards in the catalog with that illustrator.

Brilliant Stars set binder is where a full Brilliant Stars set goes. This card fills one slot there. A generation binder holds one card of each species. Articuno can fill a slot in Generation 1 binder (Kanto). Themed lists that include this exact card are Legendary birds and Galarian forms. I still need this card.
