Noivern V is a Basic V Dragon Pokémon with 200 HP. In the Pokédex this is Noivern (#715), generation 6 (Kalos).

PLANETA Yamashita illustrated this card. The same name is on 20 other cards in the catalog.

Noivern (#715) has 20 other cards in the catalog. Those other cards are in 13 sets. The other printings with a release date run from 2014 to 2026. The earliest other card is Noivern 77/111 in Furious Fists (2014). That card is named Noivern, while this one is Noivern V. That card lists 100 HP, and this one lists 200 HP. The rarity there is Rare Holo, and here it is Promo. 5ban Graphics illustrated that card, and PLANETA Yamashita illustrated this one. 13 other cards of Noivern list a different HP.

The attack Boomburst lists no damage number. The cost is Psychic. This attack does 20 damage to each of your opponent's Pokémon. (Don't apply Weakness and Resistance for Benched Pokémon.) Synchro Loud is another attack lists 60+ damage. The cost is Psychic, Darkness. If you have the same number of cards in your hand as your opponent, this attack does 120 more damage. The card text says: V rule: When your Pokémon V is Knocked Out, your opponent takes 2 Prize cards. The regulation mark is E.

I keep a set binder for SWSH Black Star Promos, meant to hold every card of that set. This card is one slot in the SWSH Black Star Promos set binder. A generation binder holds one card of each species. Noivern can fill a slot in Generation 6 binder (Kalos). I still need this card.
