Jynx is a Basic Psychic Pokémon with 70 HP. In the Pokédex this is Jynx (#124), generation 1 (Kanto).

Naoki Saito illustrated this card. The same name is on 270 other cards in the catalog.

Jynx (#124) has 26 other cards in the catalog. Those other cards are in 25 sets. The other printings with a release date run from 1999 to 2026. The earliest other card is Jynx 31/102 in Base (1999). Both list 70 HP. The rarity there is Uncommon, and here it is Rare. Ken Sugimori illustrated that card, and Naoki Saito illustrated this one. Retreat cost there is 2, and here it is 1. 19 other cards of Jynx list a different HP.

Victory Kiss is listed as Ability. Once during your turn (before your attack), if this Pokémon is on your Bench, you may heal 10 damage from your Active Pokémon. The attack Hug lists 30 damage. The cost is Psychic, Colorless, Colorless. The Defending Pokémon can't retreat during your opponent's next turn. Weakness is Psychic ×2. Retreat cost is 1. The flavor text reads "It wiggles its hips as it walks. It can cause people to dance in unison with it."

I keep a set binder for Generations, meant to hold every card of that set. This card is one slot in the Generations set binder. A generation binder holds one card of each species. Jynx can fill a slot in Generation 1 binder (Kanto). I still need this card.
