The earliest other card is Mudsdale 76/145 in Guardians Rising (2017). Both list 140 HP. The rarity there is Rare Holo, and here it is Promo. 5 other cards of Mudsdale list a different HP.

The illustrator line reads Mitsuhiro Arita. I count 721 other cards in the catalog with that illustrator.

SM Black Star Promos set binder is where a full SM Black Star Promos set goes. This card fills one slot there. A generation binder holds one card of each species. Mudsdale can fill a slot in Generation 7 binder (Alola). Themed lists that include this exact card are Mitsuhiro Arita cards. I still need this card.
