Noctowl is a Stage 1 Colorless Pokémon with 100 HP. In the Pokédex this is Noctowl (#164), generation 2 (Johto). The card says it evolves from Hoothoot. In this catalog that name is Hoothoot (#163).

Noctowl (#164) has 18 other cards in the catalog. Those other cards are in 18 sets. The other printings with a release date run from 2000 to 2024. The earliest other card is Noctowl 42/111 in Neo Genesis (2000). That card lists 60 HP, and this one lists 100 HP. The rarity there is Uncommon, and here it is Rare. 15 other cards of Noctowl list a different HP.

Jewel Seeker is listed as Ability. Once during your turn, when you play this Pokémon from your hand to evolve 1 of your Pokémon, if you have any Tera Pokémon in play, you may search your deck for up to 2 Trainer cards, reveal them, and put them into your hand. Then, shuffle your deck. The attack Speed Wing lists 60 damage. The cost is Colorless, Colorless. Weakness is Lightning ×2. Resistance is Fighting -30. Retreat cost is 1. The regulation mark is H.

I keep a set binder for Prismatic Evolutions, meant to hold every card of that set. This card is one slot in the Prismatic Evolutions set binder. A generation binder holds one card of each species. Noctowl can fill a slot in Generation 2 binder (Johto). Themed lists that include this exact card are Bird Pokémon. I still need this card.
