Frosmoth is a Stage 1 Water Pokémon with 90 HP. In the Pokédex this is Frosmoth (#873), generation 8 (Galar). The card says it evolves from Snom. In this catalog that name is Snom (#872).

kirisAki illustrated this card. The same name is on 189 other cards in the catalog.

Frosmoth (#873) has 9 other cards in the catalog. Those other cards are in 9 sets. The other printings with a release date run from 2020 to 2026. The earliest other card is Frosmoth 64/202 in Sword & Shield (2020). Both list 90 HP. The rarity there is Rare Holo, and here it is Promo. Kagemaru Himeno illustrated that card, and kirisAki illustrated this one. 3 other cards of Frosmoth list a different HP.

Ice Dance is listed as Ability. As often as you like during your turn, you may attach a Water Energy card from your hand to 1 of your Benched Water Pokémon. The attack Aurora Beam lists 30 damage. The cost is Water, Colorless. Weakness is Metal ×2. Retreat cost is 2. The flavor text reads "It shows no mercy to any who desecrate fields and mountains. It will fly around on its icy wings, causing a blizzard to chase offenders away." The regulation mark is D.

I keep a set binder for SWSH Black Star Promos, meant to hold every card of that set. This card is one slot in the SWSH Black Star Promos set binder. A generation binder holds one card of each species. Frosmoth can fill a slot in Generation 8 binder (Galar). I still need this card.
