Cosmic Eclipse set binder is where a full Cosmic Eclipse set goes. This card fills one slot there. A generation binder holds one card of each species. Blastoise and Piplup can fill a slot in Generation 1 binder (Kanto) and Generation 4 binder (Sinnoh). Themed lists that include this exact card are Mitsuhiro Arita cards, Kanto starters, without Charizard, and Sinnoh starters. I still need this card.
