The earliest other card is Whimsicott 11/98 in Emerging Powers (2011). That card is named Whimsicott, while this one is Whimsicott V. That card lists 80 HP, and this one lists 190 HP. The rarity there is Uncommon, and here it is Rare Holo V. sui illustrated that card, and Saki Hayashiro illustrated this one. 18 other cards of Whimsicott list a different HP.

The illustrator line reads Saki Hayashiro. I count 40 other cards in the catalog with that illustrator.

Brilliant Stars set binder is where a full Brilliant Stars set goes. This card fills one slot there. A generation binder holds one card of each species. Whimsicott can fill a slot in Generation 5 binder (Unova). I still need this card.
