The earliest other card is Bulbasaur 44/102 in Base (1999). That card lists 40 HP, and this one lists 70 HP. The rarity there is Common, and here it is Promo. Mitsuhiro Arita illustrated that card, and Julie Hang illustrated this one. Retreat cost there is 1, and here it is 2. 18 other cards of Bulbasaur list a different HP.

The illustrator line reads Julie Hang. I count 4 other cards in the catalog with that illustrator.

SWSH Black Star Promos set binder is where a full SWSH Black Star Promos set goes. This card fills one slot there. A generation binder holds one card of each species. Bulbasaur can fill a slot in Generation 1 binder (Kanto). Themed lists that include this exact card are Kanto starters, without Charizard. I still need this card.
