The earliest other card is Prinplup 58/130 in Diamond & Pearl (2007). That card lists 80 HP, and this one lists 90 HP. Both list the rarity Uncommon. Ken Sugimori illustrated that card, and Miki Tanaka illustrated this one. Retreat cost there is 1, and here it is 2. 7 other cards of Prinplup list a different HP.

The illustrator line reads Miki Tanaka. I count 192 other cards in the catalog with that illustrator.

Legendary Treasures set binder is where a full Legendary Treasures set goes. This card fills one slot there. A generation binder holds one card of each species. Prinplup can fill a slot in Generation 4 binder (Sinnoh). I still need this card.
